State Health Commissioner Barbara A. DeBuono suspended Schwarz in August 1995, saying he presented "an imminent danger to patients,"
Charges: 29 counts of negligence and incompetence related to abortions performed on 11 patients from November 1994 to May 1995.
The cases included a woman who needed emergency surgery after Schwarz allegedly performed her abortion even though she was four weeks past the state's legal time limit of 28 weeks.
