RICHMOND, Va., April 4 — Gov. Mark R. Warner today vetoed legislation that would have banned a type of late-term abortion, saying it lacked sufficient exceptions for women who encountered problems late in pregnancy.

The measure to outlaw a procedure critics refer to as "partial-birth abortion" would have banned it "even if it would be safer than other procedures" for the woman, Mr. Warner said. (NONSENSE)
