Taxpayer to pay twice for the PRES windows

The 6/20/00 Proposed Bedford Central School Budget wants the taxpayer to pay twice for the PRES windows. As you can see here, the 5/16/00 BCSD Budget included the window replacement project in its capital improvements budget though the district acknowledges the windows were originally in the $17,000,000 bond already approved three years ago!

CAPITAL IMPROVEMENTS/MAJOR MAINTENANCE



Even in this difficult budget year the Board of Education has maintained its commitment to the
district's long-range capital improvement plan while attempting to remain sensitive to the ability of
taxpayers to support significant budget increases. While the provision of $746,800 is $535,800 less
than in last year's budget, it still provides funding for a significant number of projects that have been
targeted both in the long-range plan and in Board of Education goals. These projects. include the Pound Ridge Elementary School window replacement and hallway partition project, which-had been previouly supported by the voters in the construction bond referendum. The difficult construction
conditions on the middle school project created cost necessities that prevented the district from completing the Pound Ridge projects. However, the Board remains committed to these projects and is recommending funding them through next year's budget. Additionally, improvements to all
buildings' security systems, door locking devices, alarms and security lighting are included as a
follow-up to the Board's request and a safety committee's recommendations to improve safety in our
schools. Other projects are budgeted to improve health, safety and security, correct deterioration of
facilities, and improve the instructional environment. A five-page detailed list of budgeted projects follows.

Budget Proposition No. 2: U.)


RESOLVED: "that in the event Proposition No. I passes, shall the sum of $488,500 be appropriated to meet the estimated expenditures for school purposes of the Bedford Central
School District for the fiscal year 2000-2001 as follows: The creation of a 0.8 Foreign Language
Teacher position at the Fox Lane High School at a cost of $52,500; the addition of teacher and
aide positions for elementary school homework clubs at a cost of $42,000; transportation routes
for students attending homework clubs and the provision of 5:25 p.m. late buses at a cost of
$32,000; the provision of instructional materials for the gifted and talented program at a cost of
$10,000; to maintain a portion of the Summer Academy Program at a cost of $5,000; to maintain
the Arts-In-Education Enrichment Programs administered through BOCES at a cost of $115,000;to provide interfund transfers to the capital fund for the capital improvement at the Pound Ridge Elementary School at a cost of $160,000; the purchase of one (1) school van at a cost of $42,000;and to provide custodial overtime related to use of school buildings at a cost of $30,000, and that the sum, or so much thereof as may be necessary, shall be raised by a tax on the taxable property of the school district.

Please Note: If approved by the voters, the items in Proposition No. 2 can only be implemented if Proposition No. 1 is also approved by the voters.
